There are many reasons to guess that a pool liner is leaking, but there is only one failsafe way to know for sure.
When you see water on the outside of your swimming pool, this may be a sign that the pool liner has a leak, but it is not a guarantee. For instance, there may be a
filter leak that causes the water to pool up on the outside. Moreover, a water hose may have popped out of the pool, or a drainage problem in your yard may have caused the accumulation of water. As a result, water on the outside of your swimming pool does not
prove that there is a leak, but does cause alarm, and may require some more investigation.
Upon further observation, you should look at, and record, the water level of your swimming pool. Sometimes you can observe and record the data in a short time, and sometimes it takes a longer period of time depending on how fast the swimming pool liner is leaking. Make sure you factor in the exact level of water by measurement (sometimes it is good to use a piece of duct tape to mark the starting level). It is also necessary to take into account any water that is added into the pool, including rain water. From these observations, you can determine the rate of leakage. Remember, if the water level is not going down, the pool liner is NOT leaking. And if the water level is going down, the pool liners only then MAY BE leaking.
